Guidelines

Purpose and Scope of Information Technology State Education Center

The Missouri Technical Training and Education Center (MOTEC) will exist to provide Information Technology (IT) training resources to the state government of Missouri. MOTEC will provide IT training for applications, languages, operating systems or other systems shared by multiple state executive departments, legislature and courts. This collective resource will enhance rather than replace existing training for the state.

Governance:

MOTEC will coordinate with a Steering Committee, comprised of a representative of each of the member agencies of the Center. Additional members may be added as appropriate.

A chair and vice-chair will head the Steering Committee. At the end of the chair’s tenure the vice-chair will become the chair and a new vice chair elected. Unless decided differently by the Steering Committee, the chair and vice-chair will have one-year tenures.

The Steering Committee will meet at least once a quarter. Committee members or MOTEC staff can request additional meetings. Either the chair or vice-chair can call a special meeting.

During a Steering Committee meeting only member agencies may vote and each agency will have one vote. Decisions will be made by a majority vote of the members present.

The MOTEC Steering Committee will review policy recommendations proposed by the MOTEC manager, approve the cost allocation plan on a yearly basis, and identify new training requirements and topics for training.

Membership:

For an agency to be a member of the MOTEC Steering Committee, the agency is responsible for any applicable costs approved by the Committee.

Any request or need that creates additional expense for MOTEC will either be provided by the requesting agency or provided by MOTEC and billed back to the agency.

Operational Policy:

    The MOTEC Steering Committee will:

    Approve the cost allocation plan presented by MOTEC staff

    Make policy decisions for MOTEC

    The MOTEC Staff Will:

    Proactively look for technical training needs in state government

    Keep agencies informed on training events within the state

    Develop a class calendar on a quarterly basis or as needed

    Identify topics and sessions to schedule

    Determine demand for sessions

    Schedule sessions quarterly

    Schedule Center resources, including rooms, to take best advantage of resources

    Submit a cost allocation plan to steering committee

    Advertise schedules of sessions

    Secure and schedule instructors

    Perform registration functions for state employees

    Produce student evaluations and summaries for sessions provided through MOTEC

    Record and track students and courses taken through the Center

    Provide billing functions for state agencies per MOTEC policy

    Provide appropriate internal technical support

    Provide a clearinghouse of technical training information available to all agencies

Other Areas of Interest

    Requests for special education will be addressed by the steering committee:

    MOTEC may provide or coordinate technical skill testing to monitor the effectiveness of training and to evaluate the experience of information technology professionals. A cost allocation or cost recovery schedule would be developed for this service.

    While most training activities will be centralized in the training facility in Jefferson City, the Center may coordinate or provide training sessions or facitilities in other locations when economically prudent.

    The Center may additionally provide or coordinate facilities or make space available for departments or agencies to conduct specific training sessions for agency pruposes. The cost allocation and recovery schedule will provide rates for individual agency use of these facilities.
